Ulasan dan penjelasan terperinci dari The Truth Squad dibuat bagi menjelaskan kenapa Tawaran tersebut tidak wajar.

 

Dalam tender, selalunya penilaian teknikal dan komersil yang dibuat.

 

Jelas di sini bahawa Tawaran oleh Selangor melanggar Perlembagaan Persekutuan  (undang undang Induk Malaysia) selain akta lainnya.

 

Selain itu Financial Modelling yg ditunjukkan dalam video menjelaskan kenapa tawaran Selangor pada RM9 billion adalah sangat rendah berbanding CAPEX dan COPEX yang sedang dijalankan oelh SYABAS sebagai syarikat yang dipertanggungjawabkan untuk memberikan perkhidmatan air.

 

Selangor sepatutnya menjalankan tugas maintenance untuk segala aset air dan bukannya Syabas. Tapi inilah yang berlaku sehingga menyebabkan ganguan kepada bekalan air terawat di Lembah Kelang. Rakyat wajar mengetahui perkara sebenarnya bagi membuat keptusan untuk mengakhiri  " drama " air ...yang sepatutnya tak berlaku jika Pakatan Selangor ikhlas  berjuang untuk kebajikan rakyat Selangor, KL dan Putrajaya.

Mungkin helah pemimpin pembangkang nak meruntuhkan Fix Deposit Sabah sebagai kubu kuat Barisan akan backfire. Jangan salahkan orang lain kalau pemimpin pembangkang dari Tian Chua sehingga penyokong mereka menidakkan pengorbanan 3 orang anggota VAD69 yang gugur syahid.

Krisis Air Lembah Klang- SYABAS menyangkal dakwaan MB Selangor

Saya mengambil sedikit sedikit untuk menyiarkan kenyataan media SYABAS kerana menggariskan beberapa   aspek penting yg perlu diketahui umum. Pengalaman saya  menderaf  beberapa kontrak semasa bertugas dalam perkhidmatan awam membantu saya.

Aspek penting yang perlu diketahui orang awam ialah rumah pam Syabas sudah uzur dan bekerja melebihi kapasiti jangkahayat seunit mesin. Sebarang penambahbaikan dan penggantian kepada rumah pam yang sudah berusia hampir 40 tahun (mulai dibina sejak tahun 1970-an) tidak dapat dilakukan kerana Selangor menahan dana bagi pembangunan dan penambahbaikan (Capital Expenditure atau  CAPEX) walaupon keperluan ini dimaklumkan kepada Kerajaan Selangor yang mempunyai 30 percent equity dalam Syabas dan diwakili oleh 2 representatif dalam Lembaga Pengarah Syabas ( sila ke laman web  rasmi SYABAS bagi melihat struktur organisasi SYABAS) . Intipati penting saya ambil dari kenyataan media SYABAS dalam bahasa Inggeris seperti berikut:-

Water supplier Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) has countered several allegations levelled against it, which it says are confusing consumers.

PETALING JAYA: In the past weeks Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) had come under a barrage of criticism following water disruption in several parts of Selangor and Kuala Lumpur.

The water supplier’s technical development executive director V Subramaniam met the media today to dispel all allegations hurled against it by politicians.

The water firm has also released a list of allegations levelled against it and provided answers to the allegations.

 

Below are excerpts from the list provided by Syabas:

 

1-The Menteri Besar of Selangor in his media statement issued on Jan 9, 2013 said that Syabas does not have periodical preventive maintenance for the Variable Speed Drive (VSD) system at Wangsa Maju pumping station as Syabas does not have any periodical maintenance contract with the VSD’s supplier.

 

This allegation is not true as the maintenance work of the pumping station has been done frequently on monthly basis by Syabas employees. In this regard, if during routine inspection and maintenance work the service of expert including replacement of parts is required, Syabas would engage ABB Malaysia Sdn Bhd (ABB), the manufacturer and distributor of VSD sistem on ad-hoc basis (case to case). The scheduled maintenance program has been submitted to SPAN.

 

2-The Menteri Besar also said that the pump trip incident was not due to the failure of the system as the VSD is an intelligent system that is capable of receiving external information such as the status of the motor, pump, vibration, temperature etc.

 

The statement made by the Menteri Besar of Selangor is totally not true because the VSD system is a vital component of the pump house. The pump trip incident is not due to operations of the VSD. If any of the components in the pump house break down due to operating continuously above its design capacity and/or overload manner for long period of time, the VSD would not start.

 

3-In the same media statement issued on Jan 9, the Menteri Besar of Selangor also said that the parts for the pumping system can be procured from China with delivery using courier service, not only from Finland as claimed by Syabas.

 

In this aspect, Syabas wish to state it was informed verbally by the supplier that the parts are obtained from Finland. Nevertheless, the most pertinent issue is how fast the item can be delivered. In this case one of the parts was delivered after 2 ½ months after the order was issued.

 

4-The Menteri Besar of Selangor further said that Syabas failed to identify the cause of the failure of the pumping system at the pump house and further claimed that the investigation by the State Government of Selangor reveals that the Pump No. 2 has been faulty for more than one year without being repaired.

 

The main cause of the failure of the pump house is due to operating above its design capacity and/or overload manner for long period of time. The breakdown is on the electrical and electronic components. Syabas has the evidence on this as the dedicated log book for the pumping station has the record of all activities performed by the pumping system including the maintenance works undertaken. Copy of the log book has already been forwarded to SPAN which subsequently forms a Special Committee to audit the maintenance work done at the pump house.

As for the Pump No. 2 of the Wangsa Maju Pumping Station, the equipment frequently experiences the breakdown of its VSD system. In all occasions, repair work is carried out by ABB as the repair works also require engineering specialist from the company. Nevertheless, the Pump No. 2 was unable to sustain due to frequent breakdown of its VSD system which causes instability of the Pump, thus becoming less operable. The frequent breakdown and the repeated repair works consumes long period of times. Nevertheless, during the repair period, the pump house is still able to operate above the design capacity in order to meet the treated water demand by the consumers.

 

5-The Menteri Besar of Selangor also said that in 2012, Wangsa Maju pumping station was operating above 200 MLD (Million Liters perDay) for a total of 18 days only.

 

Syabas strongly refutes this allegation because the pump house has the record and statistics that shows the Wangsa Maju pumping station has been operating beyond 200 MLD for a total of 2,023 times in 2012, not merely 18 days as claimed by the Menteri Besar of Selangor.

 

6-The Menteri Besar of Selangor in his statement said that the State Government of Selangor has a good knowledge on the failure of the Wangsa Maju pumping station and Syabas has been reminded accordingly but no action was taken.

 

This statement is totally untrue as the State Government of Selangor has never issued any reminders and/or any notice of similar intent and nature in writing and/or verbally and/or in any form of similar manner.

 

7-The Menteri Besar of Selangor also said that Syabas only submitted its application to build additional and new pumping system at Wangsa Maju pumping station in November last year and it was recommended by the State Government early this year.

 

The allegation made by the Menteri Besar of Selangor is grossly untrue because the proposal to develop additional pumping station at Wangsa Maju was submitted to the Federal Government in June 2009. The same proposal was submitted to the State Government of Selangor in Jan 2010. In both instances, there was no response received by Syabas until March 2012 when the proposal was approved by the Federal Government for implementation. The project which is being implemented by the State Government of Selangor is fully funded by the Federal Government via loan to the State. As of to-date, the development has only reached the design stage.

 

8-The Menteri Besar of Selangor also claimed that Syabas states that it has insufficient fund to repair the pump due to no water tariff increase by the people of Selangor. The Menteri Besar further said that the State Government is prepared to repair the breakdown if Syabas has no money and incapable.

 

Syabas reiterates that it has never issued a statement that says it has no money to repair the pump due to no water tariff increase. Nevertheless, if the State Government of Selangor which holds 30% equity in Syabas is willing to provide fund for the maintenance of the Syabas’ pump houses, such move would be most welcome.

 

9-YB Xavier Jayakumar in his statement published by Sinar Harian also said that the State Government construed Syabas as pure negligent and its negligence is criminal in nature and construed that the water supply disruption is a sabotage and organised by Syabas to tarnish the image of the State Government of Selangor. He added that Syabas is incapable of supplying water to the people and pursue profits only by increasing water tariff from time to time.

In the same instances, YB Janice Lee, ADUN Teratai also said that the water issue was up-played by media controlled by Barisan Nasional (BN) to tarnish Pakatan Rakyat Selangor Government whereas it is the failure of Syabas. According to her, the water supply disruption is one of the sabotages by UMNO-BN towards Selangor Government.

 

Syabas strongly refutes the said allegations due to the followings:-

The failure of Wangsa Maju pumping station is purely due to operating above its design capacity for a long period of time in the recent years in order to supply water to the consumers. The failure is anticipated and has occurred even though the pump house has been continuously maintained periodically.

 

The shortage of treated water has been made known all the while to all parties and general public. The State Government of Selangor itself has acknowledged the matters is legitimate by forming and putting into action the Special Water Supply Monitoring Committee that has daily and weekly meeting with Syabas chaired by YB Dato’ Kushrin, the State Secretary since July 2012 and followed by the State Government of Selangor’s proposal to build water treatment plant using membrane technology to increase treatment capacity and proposal to activate Bukit Jelutong Water treatment Plant shows that water disruption is not a sabotage and organised by Syabas.

 

The allegation that the water crisis is organised by Syabas is totally unfounded and uncalled for as there is no people with the right frame of mind would do such a thing especially if it affects public interest and costs its own money million of ringgits to remedy. Syabas has the records and statistics to support the shortage of treated water supply. The same records and statistics have been submitted to the State Government of Selangor as periodical reports and also via audit conducted by the State as well as to the representatives of the State in the Board of Directors of Syabas.

 

10-YB Xavier Jayakumar also said that water supply and distribution is the responsibility of Syabas and not the State Government of Selangor as stipulated in the Concession Agreement; and the State Government of Selangor is prepared to stand as witness for the consumers who files claims against Syabas.

 

Syabas refutes these allegations and reiterates that:-

The fundamental roles and responsibilities of Syabas under the Concession Agreement is to distribute treated water and collect charges in the form of water tariff as gazetted by the government.

The treated water that is sold and supplied by water treatment operators (the private companies which includes SPLASH, Konsortium Abass and Konsortium Air Selangor where the State Government of Selangor is one of the equity holders in these companies. Thus, Syabas is not responsible for determining the water treatment plant capacity.

 

In the aspects of improvement, enhancement, upgrading and new development of water distribution infrastructure facilities which have been categorised as CAPEX program under the Concession Agreement, it is subjected to approval from SPAN with prior endorsement to be obtained from the State Government and Federal Government. It has been continuously made known to the general public by Syabas that majority of the CAPEX program has been frozen by SPAN on the directives from the State Government of Selangor since May 2008. Thus implementation of works by Syabas on improvement, upgrading and development of new project for water supply distribution infrastructure system have been denied by the State Government of Selangor.

 

To ensure the operations of water distribution is maintained as per the Concession Agreement, water tariff requires to be adjusted based on the stipulations as stated in the Concession Agreement but the matter has been deferred by the State Government of Selangor. Despite this, Syabas continues its obligations without compromising on the quality of services and regular maintenance of the assets but has to sacrifice the water treatment operator as the payments for the purchase of treated water faces deferrals.

 

It is not ethical for the State Government of Selangor that holds 30% equity and representatives in the Board of Directors of Syabas encourages consumers to file claims against Syabas whereas the incapability as stated by the State Government of Selangor and the constraints faced by Syabas entirely due to their (Selangor) refusal to grant approval for improvement, upgrading and new development of water distribution infrastructure system (CAPEX Program) proposed by Syabas.

 

11-YB Xaviar Jayakumar also claimed that the water supply issues occur because Syabas is arrogant and Syabas refused to work with the State Secretary, YB Dato’ Kushrin for the assistance on additional water tankers from the Municipal Councils. Syabas instead sought help from water supply companies outside Selangor.

 

Syabas reiterates that the matter has been raised and deliberated in the weekly meeting of Special Water Supply Monitoring Committe formed by the State Government of Selangor. The meeting is chaired by the State Secretary, YB Dato Khusrin or his representative. Thus, it is entirely not true that Syabas did not inform the State Government of Selangor or did not seek the assistance from the Authority.

 

Despite the fact that the matter was raised and deliberated regularly during the daily State Special Water Supply Monitoring Commitee meeting that the assistance from the State Government could help to reduce the inconvenience faced by the people, the assistance provided to Syabas was less encouraging. The State Government of Selangor through the Municipal Councils (MC) deployed an initial of four water tankers on Jan 5, 2013 which is six days after the water disruption occurs. Subsequently on 6 January 2013 (3 units), 8 January 2013 (4 units), 9 January 2013 (4 units), 10 January 2013 (2 units), 11 January 2013 (10 units), 12 January 2013 (13 units), 13 January2013 (10 units) and 14 January 2013 (2 units). The deployment of water tankers from the MC is inconsistent whereby there were days that no water tankers were deployed to Syabas. In addition, the support provided by the State Government of Selangor is also not comprehensive as volunteers and workforce to assist consumers in taking water were not present. For a big State such as Selangor, logically the number of volunteers should be large and more water tankers should be readily available. What is disappointing also is the water tankers sent by the State Government of Selangor fail when first tested for water quality standard leaving the water tankers unsuitable to carry water supply relief to the areas facing water supply disruption. These water tankers have to be cleaned first until they pass the test on water quality standard before they can be deployed in the field.

 

12-YB Zuraidah Kamaruddin, Member of Parliament for Ampang accused Syabas of not taking into consideration the long term planning in developing more effective and reliable management for maintenance, system upgrade, periodical monitoring, effective support system and capable management.

 

Syabas refutes such allegation and the statement is totally untrue because periodical maintenance of pump houses is part of the annual equipment, instrumentation and facilities for water distribution infrastructure system submitted at the beginning of each calendar year to SPAN for approval as stipulated in the Concession Agreement. The maintenance reports are submitted on six monthly basis to SPAN for monitoring purposes. For upgrading works, rehabilitation works and new development of water distribution infrastructure system, they are part of the CAPEX Program planned by Syabas. With the exception of critical works and routine replacement and maintenance works, the CAPEX Program was frozen by SPAN on the directives from the State Government of Selangor since July 2008. This causes Syabas being unable to implement a large part of the CAPEX program. Thus, by accusing Syabas of not taking into consideration the long term planning in maintenance, system upgrade, periodical monitoring, and support system is entirely unfounded and unfair.

 

13-The Menteri Besar of Selangor also said that the water supply disruption proves the awarding of water supply privatisation to unqualified and incompetent company is a failure.

 

Syabas strongly refutes this allegation and reiterates that the water supply disruption is due to the failure of Wangsa Maju pumping station which has been operating above its design capacity for a long period of time in the recent years in order to meet the increasing treated water demand by the consumers. The failure is anticipated and has occurred even though the pump house has been continuously maintained periodically because it was operating against the stipulated engineering and technical specifications. Despite the facts that have proven its validity, the State Government of Selangor still refuses to accept the fact that the State of Selangor is experiencing shortage of water treatment capacity compared to the demand.

 

14-In the same instances, YB Janice Lee (ADUN Teratai) alleged that the water supply problem shows the incompetency of Puncak Niaga and Syabas in managing the water supply operations as it is not the first time for Selangor in facing a water crisis.

 

Syabas refutes this allegation and reiterates that the Menteri Besar of Selangor and the State Government of Selangor have been informed since 2005 that the demand for treated water in Selangor, Wilayah Persekutuan Kuala Lumpur and Putrajaya increases annually at the rate of 3.5% and the treatment capacity of the existing water treatment plants is not able to meet the demand forcing some of the 34 water treatment plants to operate continuously beyond its design capacity. The situation is worsened when the treated water capacity reserve is around 1% only. The State Government of Selangor is fully responsible for the water treatment capacity whereas under the Concession Agreement, Syabas is only responsible to distribute to the consumers the treated water supplied and sold by the water treatment operators, the private companies having mandate and absolute right to treat water for and on behalf of the State Government of Selangor.

The failure of Wangsa Maju pumping station is the result of it operating beyond the design capacity for long periods of time in the recent years in order to ensure treated water supply to the designated areas is available for the consumers. The failure is anticipated to occur and it has occurred even though the pump has been continuously maintained periodically. The refusal by the State Government of Selangor in granting the approval for the development of Langat 2 Water Treatment Plant and the delay in implementing the development of additional pumping station approved in March 2012 forces Syabas to operate the pump house beyond design capacity and on the overload manner just to ensure the pump house is able to meet the high demand of treated water from the designated areas.

 

In addition, the action taken against Puncak Niaga is completely unfair because Puncak Niaga was not involved in this issue. Whereas, it has helped the Sungai Langat Water Treatment Plant to operate at an overload level of up to 520 MLD as compared to the normal level at 470 MLD.

 

15-Member of Parliamant of Ampang, YB Zuraidah Kamaruddin in her statement in Sinar Harian alleged Syabas fails to have sufficient back-up water supply for the residents and she further said that Syabas does not have emergency plan to overcome the problem.

 

The allegation is totally not true as back-up water supply would only be possible if the treated water reserve capacity is sufficient. At present, the treated water supply reserve capacity is less than 1%, far below the industry comfortable level of 20%. The State Government of Selangor is fully responsible to ensure sufficient treated water reserve capacity, not Syabas. The situation in Gombak and Kuala Lumpur under contention can be avoided if the treated water reserve capacity is sufficient.

Berikut adalah pecahan agama di Bosnia dan Herzegovina. Negara tersebut merupakan negara yang mempunyai 3 presiden iaitu Nebojša Radmanović yang mewakili Serb Bosnia yang sebahagian besarnya menganut Kristian Ortodoks Serbia, Željko Komšić yang mewakili Croat Bosnia yang sebahagian besarnya menganut Kristian Katolik dan Bakir Izetbegović yang mewakili Bosniak yang sebahagian besarnya menganut agama Islam.

Dari angka tersebut, pecahan kaum di Bosnia dan Herzegovina ialah, 49.4% Bosniak, 39.1% Serbs, 12.6% Croats dan 1.9% Lain-lain.

Hukum politik jenis bertiga ini cuba ditiru oleh Pakatan Rakyat di negara ini dengan mentiadakan ketua Pakatan Rakyat itu sendiri. Dengan kata lain, tiada Presiden Pakatan Rakyat sepertimana terdapatnya Presiden Barisan Nasional.

Sebab itulah mereka hanya meletakkan Anwar Ibrahim sebagai pemimpin de-facto. Ini kerana, jika mereka menang, hanya satu kerusi Perdana Menteri yang tersedia.

Oleh sebab itu, keterujaan mereka untuk merepublikkan negara ini sangat tinggi kerana dengan cara itulah sahaja, mereka dapat meletakkan ketua de-facto sebagai Presiden negara dengan dibantu oleh tiga Perdana Menteri dari ketiga-tiga aliran komponen parti yang berbeza, DAP, PAS dan PKR.

Cuba kita lihat pecahan terkini dari akumulasi kerusi-kerusi yang dimenangi Pakatan Rakyat di parlimen dalam PRU12 2008.

Bukankah jelas bagi mereka yang mempunyai otak yang waras bahawa tanpa perlu bersuluh lagi, kuasa politik berada di tangan siapa. Sama ada di pihak sekular bukan Islam yang anti Islam, pihak sekular Islam politik dan pihak fundamentalis Islam politik.

Politik inilah yang dipakai di Bosnia dan Herzegovina yang menghasilkan satu ketetapan yang mengejutkan kita. Bosnia dan Herzegovina mengambil sikap berkecuali dalam undian di PBB bagi menyokong Palestin sebagai negara pemerhati bukan ahli - dibaca berkecuali dalam mengiktiraf Palestin sebagai sebuah negara.

Ini sangat mengejutkan kita kerana negara Serbia sendiri, mengundi YA untuk menyokong Palestin dalam usul tersebut.

Bosnia dan Herzegovina tidak dapat mengundi kerana Presiden dari kalangan Serb Bosnia tidak bersetuju. Kata putus tidak dapat dicapai kerana sebarang keputusan memerlukan persetujuan ketiga-tiga Presiden.

Kita dapat lihat dengan jelas, bagaimanakah dasar negara ini sekiranya Pakatan Rakyat memerintah. Lebih buruk lagi, DAP dengan anti Islamisasi, PKR dengan pluralisme agama dan PAS dengan Islam politik akan menghasilkan sebuah negara yang lebih buruk dari Bosnia Herzegovina hari ini tanpa mengira demografi.

Walau seluruh umat Islam mengundi PAS, corak pentadbiran bertiga ini hanya akan menghentikan terus proses Islamisasi dan dasar sosialis yang anti Islam akan membunuh pula bibit-bibit Islam yang sedang subur bercambah.

Malaysia dibawah Pakatan Rakyat akan menjadi bahan jenaka dunia Islam kerana kebodohan umat Islam negara ini membuat pilihan akibat buta politik dan memilih berdasarkan hasad yang disemai bukan Islam, yang akhirnya meletakkan Malaysia sebagai bukan negara Islam walaupun majoritinya adalah Muslim.

Jika ini yang anda mahukan, undilah Pakatan Rakyat.

Krisis Air Lembah Kelang di tahap bahaya- Loji uzur beroperasi melebihi kapasiti

GPRS baru habis melawat loji air di Hulu Langat. Taklimat operasi dibuat oleh Puncak Niaga. Berikut adalah intipati maklumat  yang perlu diketahui umum:-

1 - Loji dibina (Design Capacity) untuk  merawat sejumlah 384 juta  liter air sehari . Bagaimanapon loji tersebut kini beroperasi lebh kapasiti iaitu pada purata rawatan air sebanyak  450 juta liter/sehari.... Ini bermakna  loji telah beroperasi melebihi kapasiti sebanyak  120% melebihi  kapasiti yang ditetapkan semasa pembikinan loji (design capacity). Perlu diingat selalu loji , terutama  pepasangan mekanikal hanya di rekabentuk untuk  beroperasi pada tahap 90% dari kapasiti yang disasarkan sahaja. Ini bermakna setiap 6  loji (iaitu pepasangan, pam dan alatan yang ada)  yang ada sedang beroperasi pada tahap  tekanan maksima (severe operational stress)

2 - Loji terus menerus merawat air selama 24 jam sehari sepanjang masa tanpa henti selama 4 tahun. Loji hanya "berehat" bila penduduk Lembah Klang balik kampung semasa cuti Aidil Fitri dan Cuti Raya Cina. Kebiasaan loji  beroperasi pada tahap kapasiti 80% Faktor Muatan (Load Factor) bukannya 120 %  Faktor Muatan sepanjang  24 jam/sehari  x 365 hari /setahun tanpa henti .
Sementara 20 % Faktor Muatan (Load Factor) pengoperasian loji  pula sepatutnya disimpan  (reserve) untuk Pembaikan Berjadual (scheduled maintenance).

 Bagaimanapon dalam kekangan politik yang diberikan oleh Kerajaan Negeri Selangor,  Puncak Niaga tak mampu untuk merehatkan loji hatta bagi Pembaikan Berjadual. Ini akan membawa risiko loji uzur tersebut berkemungkinan besar rosak dan tak dapat dibaiki lagi kerana telah beroperasi melebihi jangka hayat yang ditetapkan.

3 - Loji; perkakasan mekanikal dan pam yang ada telah disiapkan pada tahun 1970 an.....Ini bermakna loji tersebut sudah sampai tahap uzur dan perlu  digantikan dengan loji baru yang berdaya kapasiti tinggi untuk faktor ekonomi; Faktor ekonomi yang dinyatakan ialah kos baikpulih  atau menambahbaik loji akan lebih kerap dan memakan lebih banyak dana  kerana loji dalam keadaan uzur iaitu melebihi jangka hayat 30 tahun.

Dalam hal ini  dan adalah lebih murah membina  loji yang baru yang mana   kapasiti merawat air adalah lebih efisyen, pantas, berdayakuasa tinggi serta kos operasi dan  kos  Pembaikan Berjadual adalah lagi murah berbanding  kos membaikpulih loji yang telah uzur.  Bagai kata Inggeris " the economic operational life of the plant has expired" (selalunya operating shelf life loji sebegini hanya 30 tahun sahaja)

Dengan kekangan operasi sepanjang masa melebihi kapasiti dan tekanan politik yang dikenakan oleh Kerajaan Selangor loji hanya akan mengalami risiko terus musnah tanpa boleh dibaikpulih

4 - Lebihan bekalan air tak terawat di empangan tidak dapat menampung keperluan pengguna Lembah Klang. Ini yang berlaku di Balakong. Selain itu stesyen Pam Air SYABAS  tidak dapat beroperasi ke tahap kecekapan maksima (maximum capacity)

5 - Puncak Niaga telah menghantar proposal untuk menambaikbaik loji 4 tahun dulu kepada Kerajaan Negeri Selangor. Tetapi sehingga kini Kerajaan Negeri tidka memberikan sebarang resposn kepada cadangan menambahbaik loji yang ada.


6 - Exco dan YB Pakatan Rakyat Selangor  telah diberi taklimat yg sama.....namun mereka lebih suka mempolitikkan keadaan dan menunding kesalahan ke pihak lawan. Tindakan ini sangat tidak beretika dan tak profesional bagi wakil rakyat yang diberi AMANAH oleh rakyat.

Dgn maklumat di atas, pada pandangan saya isu bekalan air sudah sampai ke tahap cukup kritikal kerana Ulu Langat meliputi Hulu Langat, Bangi, Cheras, sebahagian KL dan PJ yg melibatkan 1 juta pengguna..

P/S rakyat perlu bertindak segera dan menghalang pemimpin tak amanah ini dari dilantik semula dalam Pilihanraya akan datang.

Hutang negara dah langsai- tak percaya?

Kerajaan sudah melangsaikan pinjaman yang dibuat dari Bank Dunia manakala sebahagian besar pinjaman Bank Pembangunan Asia (ADB) sudah dijelaskan.

Menteri Kewangan Kedua, Datuk Seri Ahmad Husni Hanadzlah  berkata, pinjaman kerajaan berjumlah AS$2.646 bilion (RM7.938 bilion) dari Bank Dunia yang dibuat antara 1965 dan 1999 sudah sepenuhnya dilangsaikan pada 2011.

Sebenarnya dalam TAMAK nakkan kuasa Pakatan Rakyat  telah spin banyak isu sebenar- dalam kegilaan mereka spin memfitnah Malaysia mempunyai hutang luar negara yang besar jumlahnya mereka seolah mempamerkan diri mereka amat bodoh atau seolah olah  mereka tak faham aspek asas kewangan, perakaunan, ekonomi malah ugama Islam sendiri-.

Contoh

1-  isu Rafizi dan Zuraida spin National Feedlot Corp vs NFC yang dimiliki Kerajaan seolah dia tak pernah belajar finance dan perundangan, dan tak tahu membeda antara Tender terbuka, Letter Of Award dan terma di dalam Perjanjian setelah Penender Berjaya menandatanganinya.

2- isu Pembangkang iaitu  ketua dalam Pakatan Rakyat;  DAP spin hutang Malaysia yang besar di Bank Dunia dan Asia Development Bank menunjukkan seolah -olah Tuan Besar DAP (LGE) tak pernah lulus satu pon subjek perakauanan semasa peperiksaan perakaunan  di Monash University.

3- isu PAS dan PKR spin kes liwat dan qazaf seolah mereka tak ada ahli ugama yang ahli untuk menasehati hal hal syariah (perundangan Islam)

4- isu Nik Aziz dan Hadi Awang membenarkan penggunaan  kalimah Allah di kalangan kuffar menyerlahkan PAS sebuah party politik yang dipengaruhi fikrah Wahhabi di perengkat kepimpinan tertinggi .

Maka inilah  dimaksudkan dalam HADIS  Sahih Bukhari  "bila diserahkan urusan pada yg bukan ahlinya(bukan expert) maka tunggulah kemusnahan mendatang"

Perlu diingatkan bahawa "pemimpin expert" juga bermaksud pemimpin yang menjaga AMANAH dan IKHLAS berkhidmat untuk rakyat-bukan semata mata menabur fitnah kerana tamakkan kuasa!

Sesungguhnya inilah RAHSIA ulul amri/pemimpin Islam zaman dulu -akibat kepimpinan mereka yang IKHLAS dan AMANAH maka Allah berikan keberkahan sehingga mereka dapat membina empayar besar seperti  Empayar Uthmaniyah di Konstantinople/Turkey dan hampir 1/3 dunia Arab di bawah jajahan takluk Utmaniyah ,  Cardoba dan Granada di Andalusia/Sepanyol serta Melaka ,Aceh dan Pattani di Timur Jauh

Golongan profesional tak dapat ditipu dengan tohmahan dari Pakatan Rakyat kerana semau data boleh didapati di Bank Dunia, Asia Development Bank dan IMF diperengkat antarabangsa, dan di Malaysia dari MIER dan Perbendaharaan.

Maka benarlah kajian dan risikan bahawa golongan profesional sudah kembali menyokong Barisan Nasional kerana tohmahan dan propaganda Pakatan Rakyat yang tak masuk akal. Ketamakan Pakatan Rakyat nak menggapai kuasa menyebabkan kebodohan mereka terserlah dan rakyat sudah sedar mereka selama ini telah tertipu.

The Ghost Of Halloween Haunts Anwar

October is the month of the ghost , it seems. In the Orient, the Chinese celebrate the Month of The Hungry Ghost.

In the west, October is Halloween or ghost month. The tradition originated in medieval times.

It was celebrated in the west yearly by Celt pagans to mark the end of season of the sun ........as of 31 October, when all crops were harvested, Celtic priests would gather at the top of the hill to mark the end of the glorious season and the beginning of the dreaded winter months or season of darkness.

Halloween is also synonymous with Treat or Threat! Candy or ghostly phenomenon......

.......and it looks like Anwar backyard is full of Halloween Ghosts and they are poking fun at him!

For it seems, for Pakatan Rakyat team, their glorious season in the sun has ended along with the diminishing fire errr winning streak of Pakatan Rakyat in By Elections after the thumping defeat of their candidate at Bagan Pinang, in October it seems.

One by one Pakatan Rakyat elected representative or important party member announce their intention of leaving the party or relinquishing their top post in Pakatan Keadilan Rakyat. Beginning from double crosser Zaid, followed by the powerful younger brother of Pairin Kitingan, another female PKR member in Sabah and the latest Badrul Hisham of Klang, Selangor, the phenomenon is snowballing by the day.

The question now...who will leave the party next? Will Zul Kulim, the odd choice Muslim lawyer, who is always at odd with Anwar political chummy DAP, follow suit?

Whatever it is, Anwar cannot keep the growing dissatisfaction within the party which cause massive party rift away from public prying eyes anymore.

Like the Celts, Anwar has to dance to the tune....the people of Malaysia has finally realise, that Pakatan Rakyat coalition, simply cannot handle the task entrusted to them in the aftermath of General Election 12.

For Anwar and Pakatan Rakyat leader, what originally looks like a blessing was actually a curse, for unfortunately, the power come too soon and the opposition politicians are caught unprepared to govern the affairs of all 4 states, not to mention their own house affairs.

Like the Celtics, it is Halloween indeed and a "threat" to the party's and the coalition survival. Maybe, they have to perform some soul searching to rid of the skeletons and ghosts of the past .......................

2013-back to the future - a simulation on Malaysia's worst case political scenario

Companies like The Dutch Shell Group of Companies are known to be very successful in predicting the future phenomenon in the very connected socio-politico-business environment, and that surviving instict has kept the company afloat and agile - to survive yet another economic downturn the world over.



While other oil and gas company are scrambling to find oil reserve in far off countries in an ever depleting fossil fuel duel amongs oil giants, Shell is taking the path less travelled and going green.



The secret to the "think-out-of-the -box approach" by Shell is to create at least three scenarios for Shell Company world wide to face: the best case scenario, the present (undististurbed scenario serves as a calibrating instrument) case scenario and worst case scenario.



Now I would like to ask the readers to put the "Shell simulating scenario game" into Malaysian politics.........imagine the worst case scenario for Malaysia like this, come 2012:-



It is year 2013- Malaysia has been put in a catch 22 situation and more trouble is to come



It has been a year since, Barisan Nasional, the coalition party of UMNO, MCA,MIC has been (finally sic!) put to death; when Pakatan Rakyat successfully take over the mantle of Malaysian political helm from Barisan Nasional via a massive landslide victory in General Election 13, 2012!

Unlike the Indians (in the Indian sub-continent) who voted for continuos prosperity and stability under the economic master of Manmohan Singh, who masterminded the Indian economic prowess to the world, and a stark shift from the old , closed socialist economic of his predescessor, Malaysians like to vote for riskier, untested, untried coalition of Pakatan Rakyat.

Forget the Pakatan Rakyat earlier failure to steer clear off the economic problems ( and some bancruptcy threats) of the remaining four (4) states under them previously, namely Penang, Kedah, Selangor and Kelantan.

Gullible and naive Malaysian fall prey (again?) to the sweet general election campaign promises of Pakatan Rakyat.

This time The Pakatan Team promise the "heaven"; the new moon for planet earth, the stars, the sun and a hefty golden bust (head figurine) of King Tutankemon of ancient Egypt to every Tom, Dick and Harry who vote for Pakatan Rakyat!.

Oh,not only that, to fulfill the promise made during General Elections 13, it is now legal to sue any utility companies which issued bills. Utility, as per election promised, is free. Forget the facts that Petronas, Syabas, TNB are going bancrupt. There are enough oil, sands, water (inclusive of underground water as pre-ventured by Pakatan Rakyat's team in Perak-pre MB Zambri's suceeding as the state's Menteri Besar), alluvial minerals such as tin, silver, gold and untapped forest reserve (the logs and herbs) to serve a collaterals for loans from the World Bank.

The old school of thought on economics, a.k.a Mahathirism economic that steer clear of any International Monetary Funds (IMF) and World Bank loan is outdated and deemed passe. Forget that the rakyat will suffer due to higher interest rate when they pay loans to the banks.....Pakatan Rakyat wins means that the economic system of Anwarism is back in full swing! So now, the main priority is for Malaysia to pay off debt to IMF and World Bank! The rakyat, can now follow in the foot steps of many Indians, Indonesians and Filipinos nationals who had to resort to selling off their internal body organs to pay off loans from banks and loan sharks (Ah Longs will be highly protected species then, because Pakatan Rakyat successfully trashed away the Police, Malaysia Anti Corruption Committee, army etc)

Not only that, in the now bancrupt state of Selangor, YB Lenjan promise to strip oopsy whip (tease?) many more photos flicks , with a royalty this time around, to raise the state's depleting fund. YB Yang Amat Puteh (tanpa dosa) promise any Tom, Dick and Harry RM 200 (that is the standard fee nowadays for any tricky jobs like attending demostrations and carrying anti establishment protest placards) for reporting illegal azan. Under the new Azan Act (2013), which eerily follows the Selangor State Enactment passed by Pakatan Rakyat with no objection motion from the state's opposition (Barisan Nasional excos are all booted out from the State's Assembly a.k.a DUN before the enactment is presented), azan is now deemed illegal, in Malaysia, if it is not accompanied by the adjoining mosque- temple's chanting bell, as have been succesfully implemented in Section 18,19,22 and 23 Shah Alam.

There will be more frequent demostrations regarding "relocation" of the poor and the destitude like Kg Buah Pala and Kg Cheruk Tok Kun In Penang. Forget the grave marker proof that the settlement in Cheruk Tok Kun is 300 years old. The settlements and all other Malay Kampungs are deemed illegals . Like many other attempts before, blame everything on Barisan Nasional. The Pakatan Rakyat leader of Malaysia now can walk undisturbed because they have shift the blame to Barisan Nasional, as usual.

If the demonstrations persist, put every demonstrators in ISA like camps. Oh no! It is not ISA camp in Kamunting. No, no, it is simply a "rehabilitation camp" like so many others in United States Of America........ for every system, technique and mode of life originating from that country is superior and benchmarked for excellence!

What about Freedom of the Press? Nay! There is no such thing as freedom of the press! If any talk persist blaming any Pakatan Rakyat leaders, cronies, wives, girlfriends (now it is legal for girlfriends to state their boyfriend's name as fathers of their babies even when they do not tied the marriage knot), boyfriends, extra chummy (good) friends and underworld contacts for any mishap, sue them! After all the now famous YB Pocho Pocho (who has Bollywood films made about his infamous crusade turning poor government officer witnesses into crime suspects and extra gruelling questioning technique learnt at Guantenamo prison ) can represent you for a price!

What about the Barisan Nasional crusade to reduce the economic disparity between the poor and the rich? What crusade? Under the newly nationalised Malaysian Malaysia princip (previously the main crusade of DAP), it is survival of the fittest. Period!

This means that a poor Iban or Kedazan in remote areas of Sarawak or Sabah has to contest on equal ground for university entrance exam or for job entry. Oh the poor Iban or Kadazan has to find their own computers to fill in their particulars for job market. For now it is e -government 100%.

Oh what about the poor and displaced Malays? Oh the Malay are the gullible lot! Just send Nizar the joker to remote and poor areas of the Malay settlements ( remember all kampongs are earmarked for further development like Kg Buah Pala right?) and give them RM 100, half a kilogram rice and some smile (like they did in Bukit Gantang By Election). Definately their grouses will dissapear. In fact the same tactics has been proven so succesfull in Singapore that Pakatan Rakyat should adopt the same tactics in Malaysia soonest! Also, taking lessons from down south; it is good to include willing and extra chummy Malay politicians who simply become "yes man" (and enriching their pocket in the process) to further DAP's political agenda.

By The Way- the reunification of Malaysia and Singapore is sealed. Richer Singaporeans now can grab (buy at a much high price) any land or real estate , to settle down in the now called authoritative like police- country of Malaysingapore. The poor majority, which happens to be the Malays will have to scramble for livelihood. After all it is noted in the Singaporean literature that the Malays are actually IMMIGRANTS and island hopping from one island to another in the Malay Archipellago! Period!

Maybe it is now legal to set up convenient stores that sell liquor at any kindy. After all, according to the new legal interpretation of "arak" in Malaysia, if the "juice" contains less than 5% of alcohol, it is not categorised as alcoholic beverages or "arak". Period!

If all method for the now misled and fooled rakyat to air their grouses fail, simply make the Parliament off limit to the any people representatives aside from Pakatan Rakyat!

IT HAS BEEN PROVEN SO SUCCESSFUL IN SELANGOR RIGHT?

WARNING! ACHTUNG! AMARAN!

THIS WORST CASE POLITICAL SCENARIO IS TO REMIND YOU OF WHAT WILL HAPPEN TO MALAYSIA IF WE THE PEOPLE LET CLOWNS AND INCOMPETENT PAKATAN RAKYAT REPRESENTIVES CONTINUE ON RUNNING OUR BELOVED COUNTRY!

The outcome of a weird election result in Malaysia.

Yakuza is the most feared secret society in Japan.

You first read the allegation about a certain connection of Selangor's Pakatan Rakyat members of the Government involvement in underworld activities and secret society back during exposure extraordinaire by Mr. Wee CK, Wangsa Maju MP in his blog.

Today, the police is doing their job in taking statements from a few witnesses to facilitate the investigation into the matter. As wise citizens of Malaysia, my only hope is that Malaysians from all walks of life let the relevant authorities do their respective job.

To young voters who voted in " the alternative government" in General Election 12 on March 8 , 2009, let it be a hard lesson. For today you see the result of an unfortunate action; ballot done in a moment of anger, in a highly charged atmosphere, done by equally highly instigated young voters , had (unfortunately) voted for a false hope.

Unfortunately, the change in political landscape, brings about a negative change. I would like to borrow a statement from a veteran leader down south who was quoted, one day after the election, as saying a weird election result brings about a hamper in the government effort to bring peace and prosperity to the people (of Singapore).

Today we see, true to the word of the veteran politician from our neighbour down south, many of socio-economy blueprints, already drawn for the rakyat, took a back seat because the federal government and government servants are busy tackling the antics of the Pakatan Rakyat members.

To all Malaysians, let us keep our head level headed and not be easily instigated by certain group to destabilise Malaysia. Let us keep on praying that whatever happen, peace and harmony will prevail in Malaysia, insyaAllah and God willing.

Selangor officers quizzed over secret society meetings

SHAH ALAM, Mon: Bukit Aman police today questioned two Selangor assistant administrative officers following claims that offices of state executive councillors were used by members of secret societies to hold meetings.
Kampung Baru Development and Illegal Factory Task Force executive councillor Ean Yong Hian Wah told a news conference that Norazah Ismail from his office was questioned for an hour from 1.30pm. He said that investigations were carried out following a police report claiming that offices of Selangor executive councillors were use by secret societies to hold meetings. Ean Yong, who was present during the questioning, said the report did not say which offices had been used for the meetings.
Another officer questioned by police was Siti Fairous Shohaimie of the office of Local Government, Study and Research executive councillor Ronnie Lui. Liu's executive secretary Daniel Chong said Siti Fairous was questioned from 1pm to 3.30pm. Chong said police had also taken the visitors' registration book from Liu's office. -- BERNAMA

Fast Forward, pada 8 Mac 2008-Pilihan Raya Umum 12 (PRU12)



Kalau dunia dikejutkan dengan tsunami yang meragut banyak nyawa di Acheh, Indonesia, Phuket Thailand, Sri Lanka, India dan Maldives pada tahun 2004, maka pada 8 Mac 2008, Malaysia dikejutkan dengan tsunami politik.


Pakatan Rakyat menang besar atas tiket "perpaduan parti alternatif" dan penepian ideologi parti masing-masing!


Perpaduan parti lawan bukan perkara baru di Malaysia . Ia pernah dikenalkan oleh Tengku Razaleigh Hamzah yang membawa kepada S46 menang dan membentuk kerajaan campuran dengan PAS di Kelantan.



Seperti juga dalam marketing, slogan atau war cry amat penting...dan slogan utama PR adalah..."menidakkan peluang majority 2/3 BN di Parliament"


Selain itu gula-gula politik diberikan dalam manifesto dari air dan elektrik percuma, parking percuma, biasiswa percuma sehinggalah kepada penurunan harga minyak!

In marketing politics, 3 out of 4P'S in marketing principle can be applied here; product, placement/delivery /services and price. The discerning "rakyat" by now should ask these questions- these are the checklist prepared to gauge performance of the alternative coalition:-




1-What are the products of the election or by elections in Malaysia nowadays?-


If political stability is the objective, do Malaysians achieve the much desired political stability by denying BN the 2/3 majority in Parliament?



2-Does the alternative political entity nee PR deliver all that was professed in the manifesto as per promised to the discerning "rakyat" in the last general elections?


If the constituent voters are looking for better services/ or nowadays more commonly known as people-oriented MP's, are they having one with their present choice of MPs?



3-What are the price they have to pay or choices that they have to do without in choosing the MPs from alternative political entity?



(Remember the 3 P's ) If the abovementioned Key Performance Indexes (KPIs) failed, then, no amount of political marketing will undo the reputation of a BAD PRODUCT i.e. political party.



There will be massive swing in vote pattern in General Election 13. Historical data in Malaysian elections pattern show that the pendulum and vote swing pattern exist! A walk down political history lane showed that in General Election 2000, BN won comfortably. In 2004 General Elections, the pendulum and massive swing of voters stopped because of "the feel good feeling" with the dawn of a new administration and new political era. That year the alternative coalition failed miserably. However, political promised made in 2004 failed to materialised due to some mishaps, ill timing and unfortunate events, General Election 12 saw the pendulum vote swung towards the opposition. The pendulum swing was massive enough to cause one veteran politician to suffer cardiac arrest on the very night the election result of 2008 was announced (The poor politician, never recover and died the next day)


To Pakatan Rakyat Coalition (PR), be very careful of what you preach for...... if for one reason or another, the political entity fail during the five year delivery period, then it will spell the end of the political marketing of PR!



BN learned the hard way in 2008, and it is possible that there will be another massive vote swing in the next election 0f 2012........Looking at the whole scenario now, I deeply believe that with all the marketing hype a.k.a. election manifesto failed miserably to materialise in Pakatan Rakyat held states, the possibility of massive vote swing to BN is big!



However, UMNO / BN should never rest on its laurel of past successes. UMNO/BN has to constantly fight off misconception and misperception and smear campaign purposely done by PR coalition. UMNO at best has done so much by changing from within; fighting off graft as seen in the last UMNO General Assembly.



What is needed now is to fill in the generation gap of enrolment in all BN party components for age group of 35-50 years old, the market segments identified as bread winners and empty nesters.



Currently, these are the age groups that have no place in Pemuda nor Puteri UMNO because of the limitating age bracket, but at the same time cannot "make" it to the main UMNO or Wanita branch because they are deemed "too young". UMNO has to move fast to fill in the age gap because they are the decision makers and has big influence on the younger generations. These are also the people identified to be able to infuse UMNO with young blood and help branding strategy of UMNO and BN.
